I'll reserve judgment on this story. I had similar problems myself when my eldest son was 14/15 years old, yet was 6'5" tall and towered above his contemporaries. I was always having to provide proof of his age. Of course they would produce a passport "quickly" they are probably used to people querying his age. However, there are easy ways of finding out how old he is, i.e dental records, bone growth, etc., and whether he is indeed related to the woman who says she is his mother, ie DNA.
I'm constantly surprised at how huge some of these teenagers are!
