I think you misunderstand the meaning of 'Story Editor'...

A Story Editor is: "The person who is in charge of the studio's or department's studio analysts. S/he evaluates the reviews and summaries prepared by the analysts and makes the final recommendation(s) to a producer regarding the properties."

In other words, they're really just (very) junior producers.
