Neither of the proposals are great. The stadium is out of Spurs' area and the running track will be largely redundant with the West Ham bid. Running tracks could spoil the atmosphere and the fans won't like it. Stadium might be too big and empty for West Ham's purposes also. So Spurs' bid is slightly better.
I read an article where it was suggested that a running track could have been added to Wembley Stadium for £20 million.
