In theory yes women should be allowed to walk about topless. Freedom of expression and all that. However as the reality is that not all bare chested bodies are beauitiful and that includes males as well. (Some of the hairy pigs make one feel positivly sick)

As a result of reality people also have a right not to be offended.......How you square the circle I don't know.

I think it's really down to common sense (sadly not all have that). In other words if you have something to be proud of it probably won't risk offending as much as a figure that isn't such a pride and passion

Common sense I think would be to do such a thing in a holiday environment. But not in your local shopping precinct or corner shop...
