This is, unfortunetly, true. However, Endermol never, ever win their game like that and I doubt they ever will. The problem with the methods that Endermol apply in their selection and 'demographic targetting' is that with 12 housemates a set number of the public will fall in love with a particular housemate, whist the remaining members of the public will not. Statistically speaking the probability that a 50% share of the vote will originate from one group of people is exceptionally low.
Let's say Federico has a 20% die-hard following, each one votes 3 times to evict the same member of the house, leading to a 60% share of the vote providing that only 50% of the remaining non-Federico-loving viewers vote for Federico to be evicted ONLY once. (ie, a 40% vote from those that are non-die-hard-Federico fans.) Realistically, will that ever happen? I doubt it a lot. Looking through previous opinions on this forum alone, there's a rough number that will redial at least once.
Looking at previous nominations, the Federico 'fan club' would be out numbered by a great deal in the latter stages of the game.
