I think the first thing needed is full accountability from those in privileged position and most certainly the lawmakers in Govt to ensure the very best example is set and shown from the very top down.
No more people getting away with tax avoidance, massive companies ripping customers off with massively excessive profits especially on energy and fuel etc.

Banks made more accountable too.Less of this grabbing by those who have too much already and gaining more at the poorer and more weaker's expense.

Something like National Service would maybe be a good thing,16 to 18 is a good age to do something like that, while it could be run on a Forces principle, I doubt the Forces would want to take on the role themselves so it would require Govt planning for it,maybe in conjunction with the armed forces.

Problems are complex, criminality is totally wrong but you don't necessarily get success by using force and extremes.prison is a breeding ground for more crimes and often for drugs too.
A whole overhaul of the people we send to prison needs to be done, send a petty thief to prison and often they come out worse than they went in.
Violence in any crime though should result in a custodial sentence.

I think these riots are a good opportunity for Govt, all people in responsible positions like Parents, teachers etc,to go back to the drawing board and plan new ways to mould better citizenship.
Yes also, to talk to the people who have committed the crimes too.Work out a way forward for everyone but someone needs to lead the way on that and it needs to start with a listening Govt and not one that wants to just paint over the cracks,bringing in a few at present popular measures to appear being really tough, when in reality they are not.
