What you have said is absolutely true: he did and he made that obvious by the times he looked right at her.
If it was me though: given that it was clear she was not going to fess up - I'd have said then.
And definately later in the convo when she and Jay were speaking without Heaven being there and her saying she'd only said that she'd said Heaven was bossy...... if he couldn't say to her to her face whilst Heaven went to go get Tom - that man is a complete wimp.
