The only person at fault is Rebeckah, Jay would've been damned if he did and damned if he didn't. What he did was damage limitation and it worked, the argument dispersed and he made the littlest number of enemies in the process. If he'd gone the other route, he'd have made an enemy of Aden and maybe a few others. Plus Rebeckah will have twisted that again to make him look worse anyway.
