The poop bags as you call them that I use for my dog anyway are not the usual plastic bags that take ages to break down. The ones I use and see most responsible dog owners use too are ones that break down much faster.
How you could really enforce that I don't know, but really all dog owners should use those type of bags for their dog's waste.
