Woah.. thats a little extreme. People will always rely on their cars for transport, it's easier to move around and it gives people their own independence in moving to and from places. It'll never really change to be honest. Though I guess this is one way of getting the ball rolling.
It's just going to lead to businesses moving out of city centres, which is likely to lead to a rapid decrease in the standard of the city itself and it's appeal will go down.
