Friends of mine brought in a load of rolling tobacco and were asked if it was soley for them - which it was - and were actually asked if they could demonstrate by making a rollie.....  True.
But the crucial wording is the bit I bolded....  - it's jus that they 'may' make it 'more likely' for you to be questioned - it's a frightener - nothing more.
