Eoin did this for the 2010 World Cup and Vicky was lucky enough to win with Spain.
Basically just reply to the thread saying you want to participate and once I have 16 members I'll do a random draw. If there's enough interest (32 members) I'll gladly allow it to be 2 members per country.
