Of course it's not draconian - in at 9pm, talk to parents (that's a little thing known as communication for those families who've forgotten), sort out their school things, then bath or shower and bed.

I'm guessing they'd be in bed for roughly 11pm, which then gives their bodies/brains the average of 8hrs hours sleep per night to function properly.

We might even find that if they enforce this all over the country, we might just see and end to those zombie roaming, alcohol gulping pests - that behave erratically because they're not getting enough sleep or nurturing from their parents required for normal behaviour!
