I don't think there's anything diagnostic there, I think she's just spoiled. All her life, her family has just smiled and nodded to shut her up, anyone who deals with her outside family would either do the same or walk away - she's not really capable of an intelligent conversation, she just says lots of words over and over until people tune her out.

Her current job is retail - meaning she rarely deals with people for more than a few minutes, not enough time to get to know them. Her prior job was literally to stand there, shut up, and look pretty, only speaking when spoken to, and only then to flatter someone whether they deserved it or not. In other words, follow a script.

She acts like this because she's never been in a situation where she faced consequences for it.
