It wasn't just assaults against women in Africa. One man left the house with his eye bandaged over after a woman he splashed with water threw bleach in his face.
Regardless, I wouldn't lump the herpes thing in with the Conor issues, because the herpes thing cannot be rationalized away. As soon as it was apparent she had a communicable disease, BB had a responsibility to inform the other HM's. It's not something that impacts game play or is subject to interpretation, it is something that can have a health impact far beyond the show.
While we assume Deana doesn't know the exact transcript of Conor's comment, we can't say for sure. We also don't know, if she was told, what tone was used to read it, would could make a big difference in how it's received.
As for the massage, Conor will very likely choose to fail that portion of his task than do it, anyway.
