You could contact your local Crime Prevention Officer via your local authority. I understand the more you hassle the council the sooner they leap into action (the one thing council reps hate are tenants who consistently complain). The length of time you and your family have had to endure this anti-social behaviour suggests they should of re-housed you a long time ago.

Another valuable source of information is the Citizen Advice Bureau who can offer you free legal advice. I advise you call them first.
