There is a believe though that God will allow disasters against his people and use ungodly nations to do it, to punish them for their disobedience.
This happened in the Old Testament with regards to Israel and Judah, when they were invaded by the Assyrian's and then the Babylonians.
I am also reading a book published in the 1990's or 1980's about the book of Revelation, which puts the case it is a prophecy about the destruction of Jerusalem in 70AD by the Romans under Titus. The view is that God's people sinned and so they were to be punished.
However by then it was the Christians who were now in favour with God and they got out before it happened.
What we see now is that many evangelicals hold that because national government is bringing in laws contrary to the teaching of the Bible then he is allowing these disasters.
So does God punish us that way today?
My understanding of
Luke 13:1-5 does not seem to point in that direction
