I'm a committed toilet roll dabber, and never shake unless I'm at a urinal and I'm without options.
Shaking is inconsistent and doesn't remove the excess, whereas dabbing is guaranteed for dryness and clean underwear.

im deffo a dabber if im at home. if im at work its just a shake and hope for the best
