as racist as it sounds: the richer(mostly white) people left the city. They moved twenty miles or so away to Oakland County. it is now the 4th richest county in America(last time I heard)
Also the Detroit mayors and city council after been super corrupt for the past 50 years(Kwame). It's a mess. They just had to hire a finical manager it got so bad
compare it to Chicago. A similar city, but the more well off people stayed.
