Has there ever been a case of a teacher shooting up a school? I don't think i've ever heard of that.

it doesn't say anything about guns being specifically issued to teachers, it says that teachers who are already licensed to carry weapons would be allowed to bring them to school if they choose. The school itself is not arming any teachers.
