The Owner of the shop expects us to be able to close everything up, clean the whole place, do all the dishes, and do all the books at the end of the night. There were plenty of nights when i first started when i got yelled at for staying too late. The only way to avoid staying too late, is to start the closing process as soon as possible.

That's a contractual matter, and should have no bearing on either the service provided, or the opening times of the store. If the workers are contracted till 12, then change the opening hours of the store to close at 11.30. You can also write it in to contracts that workers are expected to stay later, as required, without having to pay them over time.
