I think VTS only brings in a lot of money when a lot of housemates are up. When its head to head like last years Deana vs Lydia or Shiv vs Connor etc I think the voting turn out is small as most people don't want to vote out a housemate they dislike by positively saving another housemate they dislike. Large numbers of housemates nominated is rare it is usually two up every week and the odd three way so without changing the nomination format (which would require initiative and intelligence that the producers simply don't have anymore) VTS makes less money over an entire series.
