I think Endemol knew exactly what they were doing.

If they didn't want this to have had such a massive impact they easlily could have, editing it so although you saw the bullying it seemed more like bitching, showing more shots of them just joking about without reference to Shilpa, showing them interacting with Shilpa...

I'm not saying it was edited to make it look as though it was bullying, just that they knew exactly what they were showing and exactly what it would be perceived as and how people would react... they have been doing this for many years.
