Her name's Yolandi Visser. She's in a South African Rap/Pop/Trancey type of set-up called 'Die Antwoord' ('The Answer' in Afrikaans). I think the video you're referring to is called 'Enter the Ninja'
I find her totally mesmerizing and i can't get enough of her! I think i love her.....
