The ONLY hope Hazel has of being saved is if people concentrate on ONE of Charlie, Sophie and twins to evict.

I'd be happy to see any of them go.
But there's no point splitting the vote.
I suggest we identify one housemate to evict and go for it.
But without a clear target, I won't waste my money trying to save Hazel.
