If the word to which you refer is "groomed", then I would have to say that the word appears nowhere in the report so it's not apt, it's an assumption.
The parents
are legally responsible for their "sexually experienced" 13 year old daughter. That's all that needs to be said.
The CPS have commented on the language used by its prosecutor. You said in your previous post that the CPS "
had chosen to investigate", which was wrong.
