Well, transformers take down very high voltages, typically 22,000 volts, and if they fail, the wires that are meant to carry the domestic voltage to your door, 110v or 220v, may end up carrying 22,000 volts or more, and they can arc, like lighting, like you see in the video, ie, jump across the wires.
