The Roman Empire initially was originally threatened by Christianity, it could see the speed at which the religion was growing, and so it adopted it and used it as a system of control, often through forced conversion. It wasn't created to control the masses (whether you believe in it's "truth" or not) but it certainly HAS been used to that end and has been several times throughout history (Romans, Crusades, colonization of Africa, colonisation of the American continent, etc.).
