No it isn't, toy story and others raised the tax issue before you entered the thread.
The NHS do provide help to quit, what I mean is I don't feel the hospital trusts should have to provide that service for patients, they have enough to do monitoring medical needs, but that's just mt view.
If you're addicted to alcohol they don't pull you a pint in A&E, that's legal and raises tax revenue too.
