That figure sounds about right if it's applied to my old school lol, I'd say it indicates a good ration of male to women teachers, obviously the percentage of men used to be higher as you said but perhaps that was to do with how strict schools were? Kids sometimes feared their teachers, perhaps that male dominance was needed?
