People do need to learn about kids and dogs, people are far too complacent about "man's best friend". They humanize them and fail to realise that they are still basically instinct-driven creatures. So its not entirely the dogs fault and I sympathise with the owner.
HOWEVER ... If this was one of my daughters, the owner putting the dog down wouldn't be an issue, because I would have killed it myself.
