I use both, and I'd say PSP is better. Both basically do the same functions I just find that I prefer using PSP.
I tried Macromedia Fireworks for a while too, (I must have a lot of money for all these apps
) but found it a bit weird - so I stick to PSP, occasionally using PS as it usually has better downloadable brushes.
