most homeless people have opportunities, they choose not to take them. psychological illness and addiction are usually the main problems in the homeless community, so unless you are willing to lock them up in mental institutions and rehab centers, there's not much you can do. They tried that in the old days, locking people up in institutions and forcing them to get treatment, but it didn't work, it was horrible. We shouldn't go backwards.
