I've already told you. Somebody who is so drunk they can't stand. That's the level of drunk they'd be looking to help in the first instance. They see someone who's so drunk that they can't walk themselves into a taxi or tell the taxi driver where they're going and go and help that person home. There is nothing difficult to comprehend about that. There is no system for deciding who does and doesn't need help, they're just going off of their instincts and looking around to see who's a cause for concern. With things like the flip flops, they'd be standing near clubs handing them out to girls who aren't even necessarily that drunk but are grateful for the flat shoes to walk in.
