Yeah, each local council is split up into wards (towns) and whoever has the most votes within them gets a seat in the council, a party has to reach a certain number of seats within a council to secure an overall majority. It works similar to electing MP's to the House of Commons

I think as more actual overall council results are revealed, that bar will change to count council results rather than councillors

Think David just said 2400 seats are up for grabs nationally
