Something similar used to happen to my cat. It was because they clean themselves and get fur stuck in their throat. My cat then started to be sick, but all the fur wouldn't come up, so it looked like it was having a fit because it didn't know what was going on.

Scary stuff, but quite normal for cats I think. Not too sure about dogs sorry
