Weeell that's not technically accurate... Tor is the free-to-use, crowd maintained proxy / relay network that allows you to browse completely anonymously. There are a couple of different specially configured browsers that allow you to access Tor. I think there are also things like phone apps these days too... though I have no idea why anyone would need Tor on their phone! Maybe just for the paranoid folks who want 100% anonymity. OR ARE THEY PARANOID?
