Some people to make a point use angry tones to intimidate others to try to make them fall into line with their views.
I don't think Toya is mentally ill,I just think this is a survival thing from her and she mistakenly believed that to be dominant would gain her respect,not realising any respect needs to be earned.

She has however now gone power crazy and really the sooner that power trip is removed from her or she gets thrown out, the better for her and the other housemates.

How she will cope just being again an ordinary housemate is beyond even thinking about.
