People say how bad bullying is, but secretly they use them and give them authority as well, "to get the job done"
Victor will get away with this, in real life the bullies usually do.
It reminds me of cases where an exec of a company sexually harrases a junior member of staff. The usual course of action is to fire the junior member of staff as the exec is far too valuable and of course no one will believe the ex-junior member of staff
