Seems it's Bilbao being awkward and making it seem like they have no choice in the matter. Every journalist expects the deal to still go through. He's in this country, has been shown around the training ground etc. Then all of a sudden Bilbao reject a bid...

Bilbao being awkward. You can't turn down a £28.85 million bid when the release clause is £28 million.
