They weren't screwed from the start from this twist, they were screwed from the start by being put against a relatively loyal alliance of 8 from the start. And that's just good gameplay on any season (being so many people was a bit ridiculous but the smarter ones formed a 5-person alliance in The Detonators after that so yeah).

It's absolutely favoring stronger people. The nominees have cycled through the same pairs of Brittany/Paola/Donny/Victoria/Jocasta because they've all been perceived as "weak" at one point or another. People have explicitly said they want to nominate two strong people but can't because then they'll win BotB and dethrone them as HoH. Everyone realized that if you want to remain HoH, the best bet is to nominate two weak people and then try to go for a backdoor. Just look at Nicole's full HoH week. Jocasta wouldn't have been close to being nominated, but she ended up being evicted because of it.
