No,as a Helen fan if she had 14 warnings and it is now out there as a near fact,then she deserved to get them and have to amend her ways too accordingly.
If that was the case her behaviour had to be corrected, clearly it took a formal warning as a final warning to curb such actions and see a change of attitude.

No excuse for it, clearly warnings had to be given and they were likely right to do so.
All in the very early part of the series too so the formal/final warning clearly had its effect.
