Marco tries his best to provoke people, hiding in his little hareem and doing his stupid giggle when they get annoyed.
Then, once he is safely out of earshot, all you get is "How dare he speak to me like that? Who does he think he is?"
Wouldn't say that to anyone's face, would he?
