Threatening behaviour covers more than direct threats. Swearing, staring, glaring, telling other parties that you are threatening to carry out physical violence to someone, or even contemplating it, all constitute threatening behaviour, and I do not know how any rational person who has witnessed this low-life's behaviour towards Gary Busey can determine that "She made no threat to Gary" and therefore "No warning is appropriate".
