I think it should be a core subject, but the school P.E. departments should possibly have a variety of different things going on to suit different tastes. Some sports and forms of exercise are really fun for some, whilst not for others, and vice versa! Whilst those who love all of them can mix and match, choose whatever.

I understand it can be difficult for some P.E. departments to perhaps fund this and have the staff, but we always hear about how exercise is meant to be fun, etc., but the fact is for some it's just not. For some, it's not their thing! So having the above option, would, IMO, be a good solution. Of course, it may not happen and P.E. will just always be known as the way it is today... but I think it could work if schools had access to the money, which in a lot of cases I guess they don't! I don't think they should scrap it as a core subject completely because it can be fun and will allow more and more people to enjoy P.E.
