Not at all, I find that people default to saying that 4 is the worst because A) legend dictates so, and/or B) they haven't even seen 4 and are just going off of reputation. It's bad, but not legendarily so. The first month is completely watchable, and even after that there's usually something interesting going on. The double eviction should've killed the series, but the Africa swap was enough of a gimmick to make the next week tolerable and then Lisa entered and carried the next two weeks on her own.
It's only the final two weeks that are truly bad, but that's certainly not unique to 4. It also helps that 4 is much easier to watch, with 30 minute highlights for 64 days.
