They do add some kind of sex appeal. I hate tattoos in general although I've come across once or twice men that pull it off that well that my views on tattoos are invalid and I'm running up to them ready to get aboard the slut train.

But this really, i love tattoos though and i must admit, if i found a guy at best, averagely attractive, then they pulled their shirt/jacket off and had sleeves and tattoos on their chest, my attraction to them would go through the roof, that's how attractive i find men with tattoos.
