I'm guessing there's more to it than what's been said, if it isn't though then it's highly unfair as the school can only work with what it's given. It can't magic up students of different creeds and backgrounds out of nowhere.
Ofsted should critique on things that can be changed and improved, an area's population is beyond the power or reach of the school so it's quite unfair to mark it down due to that.
