if anyone's a bully it's Perez and (although unwittingly) Nadia and Alicia because they've swallowed his bull**** and gone along with it.
The 'mean girls' just don't like Perez but he's actively trying to manipulate others into ostracizing them. That sounds a lot like bullying to me.
