Because she's the type who delivers an insult or jibe, wearing a sweet smile, so that if you take offence anyway it's your fault because you can't take a joke.
She reminds me of that woman in the pink suit in one of the later Harry Potter films, who smiles all the time, even when she's putting the boot in.
She's bossy, controlling and thinks she's always in the right.
